Constitution and By-Laws
of the
National Association of State Directors of Art Education
ARTICLE I NAME
This organization shall be known as the National Association of State Directors of Art Education (NASDAE), an affiliate of the National Art Education Association (NAEA) since 1966.
ARTICLE II PURPOSE
A. To identify and promote sound art education curricula, programs, and policies.
B. To work cooperatively with the National Art Education Association, its affiliated organizations, and other professional organization in developing policies: programs; projects, publications, legislation, and research which will help clarify, strengthen, and expand the role of the visual arts and other arts in education and society.
C. To encourage the establishment, maintenance and furtherance of art education positions in state departments of education.
D. To exchange ideas and information among members of the Association.
ARTICLE III MEMBERSHIP
Section 1: Activity members in NASDAE are to include a due-paying State Department of Education director, supervisor, or consultant of art education or other person designated by the chief state school officer to represent states without directors, supervisor or consultants of those representative states.
Section 2: Ex-officio members shall be the President of the National Art Education Association and the executive director of NAEA.
Section 3: Associate membership shall consist of former members who no longer serve as state director, supervisor, or consultant for art education, but who maintain their membership by paying their dues or any Supervisors of Art Education who hold a similar office in another country.
Section 4: Honorary membership shall consist of former members who have retired (no dues required).
ARTICLE IV OFFICERS AND EXECUTIVE COMMITTEE
Section 1: The officers shall be the President, Past President, President-Elect, and the Secretary-Treasurer. These officers shall constitute the Executive Committee and shall be responsible for and have authority to conduct the affairs of the Association between annual meetings.
Section 2: The terms of office for the President, President-Elect, Past President and the Secretary-Treasurer shall be for two (2) years.
ARTICLE V MEETINGS
Meetings shall be held annually in conjunction with the NAEA national conference. Other meetings may be called by the President and/or Executive Committee.
ARTICLE VI ELECTION OF OFFICERS
Election of officers shall take place in the odd numbered years during the business meeting held in conjunction with the National Art Education Association Conference. A Nominating Committee appointed by the President shall draw up a slate of candidates for the offices which become vacant. Nominations shall be emailed no later than one month prior to the annual business meeting. Ballots shall be returned to the secretary/treasurer no later than two weeks prior to the annual business meeting. Only NAEA/NASDAE members in good-standing are eligible to vote in the election of officers. Officers shall assume the responsibilities immediately at the conclusion of the annual business meeting.
ARTICLE VII DUTIES OF OFFICERS
Section 1: President
The duties of the President all include but not be limited to presiding at all meetings of the Association, appoint all committees, serving as the Association's representative to the Board of Directors of NAEA, and appoint officers to fill vacancies if any occur prior to the regular election of officers. Such meetings, committees, and appointments shall be subject to the approval of the Executive Committee.
Section 2: President-Elect
It shall be the duty of the President-Elect to assume the duties of the President in the event of either the absence or vacancy of that office, to assist the President in planning meetings, to submit news articles for NAEA newsletter publication and to fulfill other responsibilities delegated by the President.
Section 3: Past President
It shall be the duty of the Past President to advise and to assist the President, to act as chairperson of the Nominating Committee and to be Parliamentarian.
Section 4: Secretary-Treasurer
It shall be the duty of the Secretary-Treasurer to carry on necessary correspondence of the Association as desired by the President and Executive Committee, to record the minutes of all meetings and distribute them to the membership following each meeting, to collect dues and maintain the membership roles, to receive and to distribute funds and maintain accurate financial records, and fulfill other responsibilities delegated by the President.
ARTICLE VIII VOTING
Section 1: Each state shall have one (1) vote on issues and motions.
Section 2: Each member shall have one (1) vote in the election of officers.
Section 3: A majority vote shall be constituted by more than 50% of those who cast a ballot.
ARTICLE IX AD HOC COMMITTEES
Ad hoc committees shall be appointed at the discretion of the President and/or the Executive Committee as deemed necessary.
ARTICLE X DUES
The annual dues shall be determined by the members present at the annual business meeting. Such dues shall remain in effect for the length of the fiscal year, until amended at a subsequent meeting.
ARTICLE XI AMENDMENTS
Amendments to this constitution must be presented in writing to the members of the Association at least 30 days prior to the annual business meeting. An affirmation vote of 2/3 of the members present at the annual business meeting shall be necessary for adoption of the proposed amendments.
ARTICLE XII FISCAL AND ADMINISTRATIVE YEAR
The fiscal and administrative year shall extend from July 1 (through) June 30. Payment of dues may begin with the annual notional convention.
ARTICLE XIII GOVERNANCE
Consensus shall be used in governing NASDAE meetings.
